Cameroon Celebrities condemn killer bill by Ministry of Arts and Culture

The Cameroon entertainment industry has been hit by a ‘killer bill’ from the Ministry of Arts and Culture and now, celebrities are reacting on social media.

The Cameroon Ministry of Arts and Culture (MINAC) has passed into law a bill which literally states that all entertainment companies in the country will have to pay a registration fee to the ministry in order to function and survive in the country.

According to the newly passed decree, entertainment enterprises, including music record labels, cultural singing and dance groups, film and TV production houses, fashion and modeling agencies etc, will pay the sums of 25, 000 cfa to 600,000 cfa to MINAC, renewable every after 10 years. Despite these payments, these same companies will still continue to pay their regular taxes to the government. (See document)

Cameroon celebrities have now taken to social media condemning the new bill, calling it a “Killer Bill”. Singers like Magasco, Tzy Panchak and rappers, Maahlox and Pit Baccardi and some media personalities have all been very vocal with their disgust about the newly signed decree; saying it’s a complete exploitation of an [entertainment] industry which has never been supported by the same ministry.

You have not invested a franc in the Entertainment industry
No follow up on royalties for artists
You refused to implement a law that favours the artist as per Cameroonian content consumption.
Cameroonian artists are barely surviving and you come up with this?

This decree in no way helps the entertainment industry in Cameroon but rather makes it even harder for the entertainers. The most ridiculous aspect of it is the fact that MINAC does little or nothing to help the growth of entertainment in this country.
The Ministry does absolutely nothing to help artists get or recover their royalties. It doesn’t support the Music,  Fashion, TV and Film Production with reforms which could provide platforms for their content; be it on TV or radio. It has never acknowledged the power of the press, rather it oppresses the press and completely ignores and constantly attempts to shut down online reporting aka blogging. The Ministry knows nothing about utilising arts and cultural events to boost tourism and concert culture. Instead, they want to rip off from the groups and individuals who have so far used their own money to build what we have today as an industry.
Should it also be made clear that MINAC doesn’t take of veteran entertainers in Cameroon like providing some sort of subvention or grant after they retire or even provide medical support when they get sick? But might perhaps send an obituary envelope when they die wretched.
What has the Ministry of Arts and Culture really done to help with the growth of the entertainment industry in Cameroon?
Why would entertainers pay MINAC when they pay their government taxes?
